Do I need a rotary mat? I don't do quilting, but I am learning to sew.?
I want to concentrate on home decor items (pillows, table runners and gift items such as tote bags) Most of the projects I have looked at require quite a bit of measuring and cutting in a straight line. I don't seem to be able to cut the fabric in a straight line. Do you think a rotary mat would help or is there an easier method?

I love rotary cutters for jobs like repetitive cutting of strips for bias bindings. But it's not something that I use for most cutting, even of straight-line stuff like home dec sewing tends to be. Instead, I use shears, which are very accurate if handled properly.
Rotary cutters are sharp and can do a lot of damage in a fraction of a second, so you've got to be on your toes when using them. You also need a mat under the entire line you're cutting, and scooching a small mat along can cause some inaccuracies, If you do want a big mat, however, the white Sew Fit mats are pretty good.
First, you want shears that have a bent handle, like these:

Choose the biggest blades that you can open fully from base to tip -- for me the Kai 7300s are about as big as I can handle. The longer blade means the cut can be without jaggies for a longer length. And it's less tiring to cut from base to tip than to chop with short strokes.
(Kai has a less expensive line that's also very nice, about half the price of the pro shears, and very well balanced in the hand.)
Next, mark your fabric... use chalk or a pencil or marker - but place the line to the outside of the fabric, so the line, when cut, winds up in the wastebasket.
Then cut, keeping the lower blade on the table. Don't pick up the fabric and scissors and try to cut silhouettes in the air... it'll pull the fabric a little offgrain and your cutting won't be accurate.
Takes practice to cut well. I thought I did a good job until I had a professional patternmaker looking over my shoulder and giving me some tips (which I have passed on to you). Now I do a really good job.
The other thing is to stabilize your fabric (especially if it's light weight) by pinning the selvages to paper. (I usually use newsprint). Then cut paper and fabric together.

I use weights when I can, and pin straight into a pinnable cutting mat when I can... Much more accurate.
